A new high-power plasma millimetre-wave radiation system-Ion-Channel Electron Cyclotron Maser (ICECM) was studied. The electromagnetic instability of the system was analyzed, and compared with other electron cyclotron masers. Through the present 3-D linear theory analysis,the basic featrues of ICECM are shown.
